About this Module: Presented by Chief Minister Mohan Charan Majhi (who is also the State's Finance Minister) on February 20, 2026, the Odisha Budget for 2026-27 is a ₹3.10 lakh crore plan to make Odisha a developed state — "Viksit Odisha". It is a 7% increase from last year. Odisha is now among the top states in India for investing money in important projects.
1. Macro-Fiscal Framework
- Total Outlay: ₹3,10,000 crore.
- Capital Outlay: ₹72,100 crore — a record 23.3% of the budget and 6.5% of GSDP.
- GSDP Growth: Expected to grow by 12% and reach ₹11.07 lakh crore.
- Fiscal Deficit: Target is 3.5% of GSDP.
- Revenue Surplus: Estimated at 3% of GSDP, which is around ₹33,000 crore.

3. New Flagship Schemes
- Mukhyamantri Kanya Sumangala Yojana: A scheme for girl children. Families who are economically weaker will get a ₹20,000 savings instrument at birth. When the girl graduates, it will mature to ₹1,01,001.
- Mission PoWaR: This scheme is for Power, Drinking Water and Roads. It aims to provide 100% piped water and all-weather connectivity to every revenue village by 2027.
- DALKHAI Initiative: This initiative aims to eliminate bonded labor and distress migration. It will provide livelihood and infrastructure support.
- VBG-RAM-G Yojana: "Viksit Bharat Employment Guarantee and Livelihood Mission (Gramin)" with an outlay of ₹5,575 crore.
- Odisha AI Mission: A ₹23 crore initiative to integrate Artificial Intelligence into governance and productivity.
4. Infrastructure & Connectivity
Expressway Trio
- Atal Expressway: 969 km corridor connecting Motu (Malkangiri) to Tiringi (Mayurbhanj).
- Namo Expressway: Connecting Paralakhemundi to Ambahona.
- Berhampur-Jeypore Road: A 287 km stretch with a ₹9,000 crore investment.
Other Connectivity Projects
- Tourism Land Bank: Allocated ₹150 crore to facilitate the creation of 25,000 hotel rooms by 2047.
- Rare Earth Corridor: A strategic ₹10 crore allocation for mineral investment.
5. Social Welfare
- Samruddha Krushak Yojana: ₹6,088 crore for paddy procurement at ₹3,100 per quintal. A ₹5,000 crore revolving fund was created to ensure farmers are paid immediately.
- Pension Saturation: Immediate coverage for 6 lakh previously excluded beneficiaries under the Madhubabu Pension Yojana.
- Subhadra Yojana: ₹10,145 crore dedicated to the flagship women's cash transfer scheme.
- Samrudha Anganwadi Yojana: ₹635 crore to upgrade Anganwadi centers.
